Delegate Steve Arentz has introduced legislation to have a straw poll on the November ballot regarding how County Commissioners are voted into office and their terms.

Our very own board member, George O'Donnell has had quite a bit to say about this. George has seen first hand that Commissioner's vote differently during an election cycle and he has expressed concern over the fact that Commissioners will be able to vote on issues in all districts which makes it unfair to ask residents to not vote on all districts. The issue of continuity has been touted as a reason to have staggered terms, but George points out that if people are concerned with that, they would vote a Commissioner back into office.

This project has received their water and sewer allocation. They paid the County $136,000. They are now working on getting the Final Site Plan approval.
Four Seasons: 
Seems the Chesapeake Bay Foundation has filed an appeal to the BPW wetlands permit. This project is also working on getting past an appeal in the local court system. 
Queenstown is updating their Comp Plan and there is a Public Hearing scheduled for April 25th to discuss the changes. Once it has been updated, this project should be able to file for their growth allocation.

BQA is also closely monitoring the fact that Kent County is partnering with a contractor to bring FTS Broadband to that county. This is something that QA County desperately need to improve our business climate!
Conowingo Dam - Spill Conditions

Due to the recent severe storms, the Conowingo Dam is in "spill condition" - meaning heavy Susquehanna River flows and cresting are expected; which will necessitate the opening of spill gates.  The Dam has 53 flood control or "spill" gates.  As the river flow increases so does the amount of scouring of the accumulated nutrients and sediment in Conowingo Pond and upstream reservoirs. 
As of February 26, 2016 (according to the Conowingo Spill Condition Hotline: 877-457-2525), 5 gates are open and up to 8 may be opened.  The flow rate is about 148,000 cfs.  The spill conditions (peak flows and number of gates opened) are updated every 8 hours.  For some perspective:  during Hurricane Agnes in 1972 all 53 flood gates were opened;  after Tropical Storm Lee in 2011 up to 44 gates were opened.
The CCC will continue to monitor the spill conditions and the publicly available satellite imaging to see what impact this latest storm and the coming winter melt have on the Bay.  For real time data showing Susquehanna River flow/discharge rates and river elevation visit this USGS website:
